As a Strategic Advisor at Trifiletti Consulting, Ellen works with public and private sector clients focusing on the importance of planning and design within the context of the environmental approval process. Specializing in developing projects by providing clarity on the relationship between scope, schedule, and affordability within the realities of the entitlement process; Ellen has over thirty-five years of experience with the design and planning of projects in the transportation sector. Using a data driven approach, she works with project teams to assess the critical elements of each project and determine the metrics that are needed to develop an appropriately defined project.
While at Trifiletti, Ellen has worked on the planning and entitlements for the Inglewood Transit Connector for the City of Inglewood; the United Airlines Terminal B project at Houston Intercontinental Airport, the LAX Cargo Modernization Program; the Zero Emissions Bus Program Master Plan Project, for LA Metro, the Central Mobility Hub for the San Diego Association of Governments, and the Sustainability Planning for the Burbank Glendale Pasadena Airport.
Prior to joining Trifiletti, Ellen served as Director of Terminal Planning and Design for Los Angeles World Airports (LAWA), where she was responsible for establishing and directing the LAX Terminal Planning Group. Ellen and her team developed projects in support of LAWA’s strategic vision by prioritizing projects in alignment with financial and business objectives and market demands. She established programmatic and budget criteria for over $5 Billion worth of Terminal and Building Projects as part of a $10 Billion, five-year CIP. Before joining the Airport Authority in 2003 Ellen worked for the Department of Homeland Security on the implementation of post 9/11 security protocols, and as an aviation and transportation consultant serving clients at more than a dozen airports.
Ellen is a retired architect and holds a Bachelor of Fine Arts from the University of Southern California and a Master of Architecture from the University of California, Los Angeles.
