Velma Carr Marshall
Real Estate Advisor
Velma serves as Real Estate Advisor at Trifiletti for the Inglewood Transit Connector (ITC) Project. In this capacity, she assists with oversight in defining properties required by the ITC Project, assists the Project team in understanding the nature and degree of acquisitions, and advises regarding the implementation of property acquisitions to meet the Project schedule. She also provides assistance in the review of property title reports, reviews and advises regarding property impact reports, appraisals, and offer packages prepared by real estate consultants. Velma also advises the Project regarding local, state, and federal regulations governing the acquisition of real property for public projects.
Prior to joining Trifiletti, Velma served as Deputy Executive Officer of Real Estate at the Los Angeles County Metropolitan Transportation Authority (Metro). Velma and her staff were responsible for acquiring all of the real estate needed for the multi-billion dollar heavy and light rail transit systems that currently operate in the County of Los Angeles. Metro projects included the B Line (Red), D Line (Purple), A Line (Blue), C Line (Green), E Line (Gold) Extension, the G Line (Orange) Metro Liner bus, the K Line (Exposition Light Rail projects I and II), the K Line (Crenshaw/LAX), the Regional Connector Project, and the Westside D Line (Purple) Extension projects I and II. In her career, Velma has been responsible for the acquisition of over 5,000 properties and played an integral role in the development of the Metro Headquarters Building at Union Station.
Velma received her Bachelor of Arts degree in Business Education from Clark College in Atlanta, Georgia (now Clark-Atlanta University) and her Juris Doctor degree from Atlanta Law School. She is an inactive member of the State Bar of Georgia.
